The most recent audit of Kibra’s constituency development fund that the public can read covers the financial year that ended on 30 June 2022.

Since then the constituency has been allocated roughly Sh690 million. None of it has a published constituency-level audit report.

The Auditor-General’s website carries an index page for 2023/2024 constituency audits, but its report table is empty. There is no 2022/23 constituency index page at all — the navigation runs from 2016/17 to 2021/22 and then skips to 2023/2024.

Article 229 of the Constitution requires the Auditor-General to audit and report on all public funds within six months of the end of each financial year.

The audits were almost certainly carried out. The Auditor-General published a national summary covering all 290 constituencies for 2023/24. What is missing is publication of the individual Kibra report.

Those individual reports are tabled in the National Assembly and held by the Bunge Library, so the documents exist somewhere. They are just not where a Kibra resident can find them.

The national picture makes the gap matter more. In 2023/24, 263 of 290 constituency audits — 91% — came back qualified.

KNN has asked the Auditor-General’s office and the Kibra NG-CDF committee for the missing reports. We will publish them when we get them.
