Nairobi City County ended the 2025/26 financial year owing suppliers and contractors Sh86.9 billion, up from Sh83.1 billion at the start of the year, according to the Controller of Budget’s latest review of county spending.

During the year the county paid off Sh8.45 billion of old bills, but ran up Sh12.36 billion in new ones. About Sh49 billion of what it owes is more than three years old.

Stalled projects, including in Kibra

The review lists 57 unfinished projects worth about Sh2.24 billion that have stalled. They include a Sh42 million repair of Makina Market in Kibra, which stopped because the contractor was not paid. Others on the list:

  • Mwiki Social Hall, Sh76 million.
  • Dandora II Youth Complex, Sh50 million.
  • A Sh847.2 million City Hall revenue system, 37% done after Sh150 million was paid.

Money in, money spent

  • The county collected Sh15.54 billion of its own revenue, against a target of Sh21.58 billion (72%).
  • Nairobi is owed Sh59.09 billion in revenue it has not collected, more than half of the total for all counties.
  • It spent Sh3.8 billion of its Sh13.4 billion development budget, about 28%. Only Kisumu and Siaya spent a smaller share.

Controller of Budget Margaret Nyakang’o said counties should pay bills in the order they were incurred, oldest first, and that old bills should be the first charge on the 2026/27 budget.

What it means for you

  • Traders at Makina Market will have to wait longer for the repairs.
  • Small businesses owed money by City Hall can use these figures when following up their claims.
  • Low development spending means fewer finished projects in the wards. Ask your MCA which projects in your ward are on the stalled list.
