The Mabatini MCA has been re-elected to chair the Nairobi County Assembly budget committee, according to a report by The Star.
What that committee actually decides
The budget committee is where the county assembly works through the estimates before members vote on them. In practice it shapes which wards get which projects, what the ceiling for bursaries is, how much goes to health facilities and roads, and how much of the budget is swallowed by salaries and debt.
The calendar is set by law: a county fiscal strategy paper early in the year, estimates tabled by the end of April, approval by the end of June. Once those documents pass, the arguments are effectively over for the year.
Why Kibra should care
Kibra’s five wards, Laini Saba, Lindi, Makina, Sarang’ombe and Woodley or Kenyatta Golf Course, get their drainage, lighting, toilets, footbridges and bursary money through exactly this process. Residents rarely see the documents in time to comment, and public participation notices often arrive after the decisions have hardened.
A chairmanship is therefore worth watching for what it does to that queue, not for the ceremony of the election.
What we are watching
When the estimates are published and whether public participation forums are advertised in the wards in good time, what Kibra’s five wards are allocated, and whether the projects approved last year were actually built.
KNN publishes ward allocations when they appear. Ask us and we will send you the Kibra pages.
