Guide: 30% of government tenders are set aside for youth, women and people with disabilities. Here is how a Kibra business signs up.
Government offices buy food, uniforms, cleaning, stationery and building work every day. Under Access to Government Procurement Opportunities (AGPO), 30% of that buying is reserved for businesses owned by young people, women and people with disabilities.
Who qualifies
At least 70% of the business's members must be youth, women or people with disabilities, and all of its leaders must be from that group. AGPO started on 16 October 2013 and rests on Articles 55 and 227 of the Constitution and the Public Procurement and Asset Disposal Act, 2015.
The steps
Register your business.
Get a partnership deed or, for a company, a CR12.
Get a KRA PIN and a tax compliance certificate.
Get any certificate your trade needs, such as NCA registration for construction.
Open a business bank account.
Register for AGPO at or at a Huduma Centre. Kibra's Huduma Centre is at the DC's office on Kibera Drive.
Documents to carry
IDs of the members, the business registration or incorporation certificate, PIN or VAT certificate, tax compliance certificate, partnership deed or memorandum and articles with CR12, and any trade certificate.
Finding tenders
Government tenders are posted on. Reserved tenders ask bidders for an AGPO certificate. KNN could not load an open reserved tender from the portal today.
Money to bid
The Youth Enterprise Development Fund has an LPO/LSO financing loan that covers bid bonds and local purchase or service orders for young people who win government tenders.
Help
AGPO help desk, Treasury Building, 6th floor, Harambee Avenue: 0728 338 111 or 0733 660 606, info@agpo.go.ke.
