President William Ruto used the World Teachers’ Day celebrations at Kasarani on Monday 5 October to announce a package for teachers, most of it to be delivered by the Teachers Service Commission over the next three months.

What was announced

  • Promotions this financial year rise from the 34,016 advertised to 50,000, with the promotion budget doubled from Sh1 billion to Sh2 billion. The Government says 126,462 teachers have been promoted since 2022.
  • 20,000 more teachers are to be recruited before the end of December, on top of the 100,000 hired in the last four years. TSC says it will advertise in November.
  • 20,000 contract teachers, mostly junior school interns with two or more years of service, move to permanent and pensionable terms from January 2027. Sh4.9 billion has been set aside.
  • New career progression guidelines, agreed between TSC and the unions, go to the Salaries and Remuneration Commission for approval within two weeks.
  • Retirement benefits are to be paid within 10 days of a teacher leaving service, through a new pensions system.
  • 20 per cent of affordable housing units are reserved for teachers, with a salary check-off being set up.
  • The teachers’ medical cover now serves 415,608 teachers and 884,392 dependants at 3,871 facilities, up from 900.

“By December, we will have recruited 120,000 teachers, the largest expansion of the teaching force in our nation in five years,” Ruto said. KNUT secretary-general Collins Oyuu told him: “On matters of education, you have exceeded expectations.” The President also urged striking university lecturers to return to work.

TSC: nobody sells appointment letters

Speaking in Embu on Friday 2 October, TSC chairman Dr Jamleck Muturi said the November recruitment adverts were coming and dismissed claims, raised by National Assembly Speaker Moses Wetang’ula, that appointment letters were being sold for between Sh150,000 and Sh400,000. “We are an independent Commission whereby we don’t receive instructions from anybody to employ teachers,” he said.

What it means for Kibra

  • Intern teachers in Kibra’s junior schools with two years’ service should expect conversion letters from January. Keep your contract records ready.
  • Trained teachers without jobs: watch for TSC’s adverts in November and apply only through the TSC portal. Anyone asking for money for a letter is a conman.
  • Teachers who applied for the 34,016 promotion posts may find more slots added.
